Adur and Worthing councils said a 100 metre cordon has been set up at the scene, near to the Canadian War Memorial at the bottom of Grand Avenue.
Emergency services were called shortly after 2pm.
Police said it roughly has the dimensions of an oil drum, and there were concerns it could be an unexploded depth charge used in anti-sumbmarine warfare.
Operations have now been suspended for the evening.
